The Seminar “Sustainability of Air Transport - Management and Governance in Air Navigation Services” was held on 30 October at the National Civil Aviation Secretariat of the Ministry of Transport, Ports and Civil Aviation. The purpose was to present the results of the study on this subject supported by the European Union - Brazil Sector Dialogues Facility.
International regulations for the provision of air navigation services in Europe were presented, with special focus on the role played by international organizations such as EUROCONTROL and the European Aviation Safety Agency (EASA).
At the national level, different management models of EU countries have been analysed and compared from a governance, regulation, security and infrastructure point of view. Key Performance indicators (KPIs) were used to compare the legal rights and obligations of member states regarding the provision of air navigation services.
European expert Gustavo Alonso gave a presentation on air navigation service providers from the five largest EU countries (Germany, United Kingdom, France, Italy and Spain) and Ireland, highlighting the best practices followed by the major providers. For each organization, the information was included in their business model, infrastructure, and KPIs.
The seminar also addressed the role that the Single European Sky initiative, launched by the European Union, plays and will bring in the future in air traffic management in Europe, especially with regard to the SESAR implementation program. Moreover, the European global navigation satellite system, Galileo, was described, particularly for its role in the next of European air navigation services.
Finally, the Brazilian ANSP model was compared with the European ANSPs to illustrate the exchange of information between the parties and the way that Brazil and the EU can better use the lessons learned from this experience.
